JTabbedPane uses the wrong colors in the Metal L&F

      JTabbedPane is using the wrong colors in the metal L&F. Bring up a JTabbedPane in 1.3 and in merlin and notice that a bunch of the colors have been switched, including the background color of the pane. This is not what is specified in the specs.
