Swing tests failed on Windows 95 Traditional Chineses environment. All swing components display Chinese characters as square boxes.

Java Plug-in Control Panel is full of square boxes except that the title displays Chinese correctly.

This problem was reported on Ladybird i18n test report http://javaweb.eng/jdk/sqe/i18n/results/ladybird/alc_tw/jdk131-rc1-b18-alc-tw.html. However, the engineer mistakenly associated this problem with bugid 4397973 which is also about square boxes on T.Chinese Windows (but 98).
