T.Chinese at WIN95 display empty square for 2d font render, and can not see tranditional chinese for plain, italic, and bold for any font size.

this bug can be reproduced by running global suite at i18n standard test cycle for test/font-render/2d/one/.

the command is

%./run_gs.sh test/font-render/2d/one

run_gs.sh is command of global suite.
test/font-render/2d/one contain following test list:
TextLayoutRenderTest1.java -> TextLayoutRenderTest10.java
