Problem found:
Shortcut keys are not labeled for most functions, but they work exactly as in English version. For example, the user can press Alt+F to display "File" menu and navigate through it by arrow keys. But the menu just displays "File" in localized text. The desired way to label these Mnemonic is to append them to the end of translated label with parenthesises, for example, "File (F)", where "File" is translated, but (F) is not. With this implemented, we should be able to see an underline below the character "F" in "(F)".
