We localized the following apache files for merlin:
src/share/classes/org/apache/xalan/res/XSLTErrorResources_*.java
src/share/classes/org/apache/xpath/res/XPATHErrorResources_*.java
src/share/classes/org/apache/xml/utils/res/XResources_*.java

Below are some comments regarding localized apache files that need to be addressed before RC:

src/share/classes/org/apache/xalan/res/XSLTErrorResources_*.java
src/share/classes/org/apache/xpath/res/XPATHErrorResources_*.java

1) All these files duplicate several methods starting with loadResourceBundle. I
suspect that most of these methods are only needed in the base bundle and should
be removed from localized bundles. Please confirm with the file's owners.

src/share/classes/org/apache/xml/utils/res/XResources_*.java

2) The alphabets aren't localized for most languages. I'm not sure what they're
intended for, but if they're meant to reflect the normal usage in the different
languages, then _es, _fr, and _it probably should have fewer characters and _sv
a few more.

3) Is there any documentation for the numbering section? Otherwise I can't tell
whether the modifications for _ko_KR are correct.
