JPI_USER_PROFILE not supported in Windows 2000/Windows XP

      The JPI_USER_PROFILE was added to fix bug #4383822, however
      it is ineffective in Windows 2000 or Windows XP.

      Windows NT 4.0 and Windows 98 function as expected.


      IMPACT:

      This is affecting a multibillion dollar trading application
      (yes, billion with a B) as some clients are unable to use
      our trading system due to profile issues, such as
      1) a pound sign (#) in the pathname, 2) a read-only profile,
      3) a profile quota limited to less space than our application
      requires.

      All problems mentioned above can be fixed by using JPI_USER_PROFILE
      if the environment variable is respected. Unfortunately it is not
      respected in Windows 2000 or Windows XP.
