      FULL PRODUCT VERSION :
      java version "1.4.0"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.4.0-b92)
Java HotSpot(TM) Client VM (build 1.4.0-b92, mixed mode)

      FULL OPERATING SYSTEM VERSION :
      Microsoft Windows XP [Version 5.1.2600]

A DESCRIPTION OF THE PROBLEM :
Package Java 2 SDK/Java 2 Runtime for Windows as an .msi
      package.

Finally, Windows has a decent package system. Use it. And
      remember to install into "C:\Program Files\Java2 SDK\1.4"
      :-)

If the runtime is registered in the Windows Installer
database, I can create my own packages that has a
      registered dependency on this.

      EXPECTED VERSUS ACTUAL BEHAVIOR :
I should be able to install the JDK/JRE by doing
      msiexec /i j2sdk-1_4_0-i386.msi

This bug can be reproduced always.
