D3D acceleration may not occur under some circumstances

      See the description of bug ID 4700061. On occasion, D3D is not being enabled, whcih caused the crash in Win32BackBufferSurfaceData.cpp (see suggested fix of 4700061).
      This seemed to be happening about 50% of the time in BezierBalls, DrawLineTest, and CauseDoDrawOvalDump in 32-bit mode, on Windows 2000 using an NVIDIA GeForce 3 64 MB.
      This may not be a bug but is worth tracking and investigating, albeit at low priority.
