A DESCRIPTION OF THE PROBLEM :
Copy from mozilla bug data base:

Build: 06-24 Netscape 1.0.0 branch build / WinXP-SimpChinese
and Win2k with Java 1.4.0_01
included.

Open Java Console window by go to Tools | Web Development in
Netscape browser,
there are two strings are in English (see a followed screen
shot).

Similar problem on Traditional Windows 2000, but different
string:
item p: "Proxy" is in English, but all others are in Chinese.

Note: on Japanese windows doesn't has the same problem.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Install Netscape which include JRE 1.4.0_01.
2. Launch browser.
3. Go to Tools | Web Console.

EXPECTED VERSUS ACTUAL BEHAVIOR :
Expected result:
All the strings should be followed the OS lanugage, e.g. all
chinese strings in Java Console for Chinese windows.

Actual result:
Some of the strings are in English, the rest are in Chinese.

REPRODUCIBILITY :
This bug can be reproduced always.
