[Col] Doc: RFE: Collation behavior for support locales should be documented

      DESCRIPTION OF THE PROBLEM :
      Please publish the spec of Collator behavior for all the supported locales. Unlike the character encodings, collation does not have a clearly defined national standard, at least for Japanese. (There is a JIS standard on collation but that leaves a lot as implementation defined.) Without knowing specification, the developers cannot tell what is expected, nor determine if the behavior difference between versions of JDK is a bug, or intended. And ISVs cannot tell the customer what are the expected result of sorting.

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      Clearly documented collation rules for each locale which implements localized collation rules of Collator.


      CUSTOMER WORKAROUND :
      Guess the spec from the behavior.
