      A DESCRIPTION OF THE REQUEST :
      As far as I can tell, the Java documentation does not specify the collation rules used in the various Java supported locales. Furthermore, it does not state the source (e.g. the defining standards) for the collation rules. The specification should be rectified by Sun by either:
       
        a) publishing the rulesets in the JDK documentation, or

        b) adding information to the JDK documentation to allow a third-party vendor
            to re-derive equivalent rulesets from the source standards, or

        c) specifying terms and conditions under which the information returned by
            RuleBasedCollator.getRules() can be reused in third-party products.
             

      JUSTIFICATION :
      Without a resolution on this, it is next to impossible for a "clean room" implementation of the JDK class libraries to use JDK compatible collation rules.
