Java update Dialog needs localization.

      When the user clicks update now on the java ControlPanel, and they have the
      latest version of java installed a dialog pops up with the message
      "You have the latest version of java installed" in English. See screenshot
      of dialog.


      Test Procedures:
      - on Windows Java Control Panel, go to Update tab, update now.
      - The dialog will display if the user has the latest version of java.
