Java Console is not displayed when

               deployment.console.startup.mode=SHOW

Nevertheless, the engineering specification placed on:
http://j2se.east/deployment/specs/deploy/1.5/deployment_properties.html
says that in this case "Java Console should be started and displayed to
the users".

Steps to Reproduce:
1) Install the PIT 02 tiger build on the target machine from
       /java/j2se-sqe/deployment3/tiger/PIT_builds/JD-PIT-02
    This build may be also accessible via http link
       http://sqeweb.sfbay.sun.com/deployment3/tiger/PIT_builds/JD-PIT-02
2) Start ControlPanel and open Advanced tabsheet
3) Turn on "Settings/Debugging/Java console/Show console" radio button.
4) Try to load any applet.
Java Console won't be displayed.

Please note, when javaplugin.console=show (i.e. older property is used),
Java Console is started and displayed.

Also when

               deployment.console.startup.systemTray=false

anyway Java icon is shown in system tray.
