The engineering specification placed on:
http://j2se.east/deployment/specs/deploy/1.5/deployment_properties.html
enumerates possible values of the deployment.console.startup.mode
that are "show", "hide", "disabled".
Nevertheless, when Control panel processes clicking Apply, a row like
               deployment.console.startup.mode=SHOW
is added into deployment.properties file.

When this file contains
               deployment.console.startup.mode=show
no radio button in "Settings/Debugging/Java console" on Advanced tabsheet
is not selected. It looks like Control panel cann't idetify "show" as
a possible value.
Behavior of Java Console in this case is not investigated due to 4888389 bug
