steps to reproduce:
1. Install 1.4.2_01 patched JRE bundle with the default options.
2. Disable BITS service in windows XP.
3. run Java Update, Java Update fails silently after it is invoked.

After the user clicks on 'update now' it gives the balloon message that updates are available, then on selecting 'download' it starts downloading and then suddenly the taskbasr icon goes away and nothing happens.

We should either make Java Update mechanism to fallback to 'sync' download if BITS is disabled. If this is not possible, we should use 'sync' download by default.
