When I installed JRE into multi-byte charcter directory with Custom Install and
looked at ControlPanel -> Java -> Applet Runtime Setting -> View,
there was NO listed JRE.
Please see the attached file.


Steps to reproduce;
1. Install JRE into a directory containing multy-byte characters.
   (Custom Install)
2. Launch ContorlPanel.
3. Click Java -> Applet Runtime Setting -> View

Then, you can see the problem.

This problem is not reproducible on Solaris. (attached image file)
This problem occurs only on windows.

** NOTE **
This problem was found in verifing the 4867263'fix.
This problem stars from b14.
