      A DESCRIPTION OF THE PROBLEM :
      The french version of the plugin console shows some minor typos

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      On a French version of Windows:
       - Launch the Java Control Panel
       - Enable the trace in Settings --> Debugging
       - Choose "Show console" in Settings --> Java console
       - Execute an applet in your browser loading through a proxy (for the messages to print)
       - In the console a few typos will appear


      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      All quotes should be doubled to display the localized text correctly in the console. The translation of "the user" should be "l'utilisateur" not "lutilisateur" and so on...
      ACTUAL -
      The trace shows:

      Chargement de la configuration du proxy d�finie par lutilisateur (missing a quote. Should be "par l'utilisateur").

      Chargement de la configuration du proxy � partir dInternet Explorer (missing another quote. Should be "d'Internet Explorer").

      REPRODUCIBILITY :
      This bug can be reproduced always.
