      Java does not have pluggable or customizable support for
      time zones. They include preset dates and times, for example, for
      daylight savings times of countries like Brazil and Israel. However,
      such countries change the manner in which they determine daylight
      savings time each year. Java’s current time zone system is not flexible
      enough to allow changes to be made for certain time zones and is
      causing date and time errors for some of our customers.
