To reproduce the bug, change your regional settings on Windows to set your default locale to "Chinese". Click the JRE 6 b17 installer and you should see the installer displaying in Chinese. When the EULA dialog box is shown, clicking "Next step" button will prompt the user a dialog "Would you like to cancle the installation?". That dialog is supposed to be shown only when the user clicks the "Cancle" button.

This bug has to be fixed.
