Cannot find README_ja.html when installing JDK

      At the end of installing JDK into Windows, browser starts and tries to open README but fails to find Japanese and Chinese file. Untranslated files README_ja.html and README_zh_CN.html are placed in ws but seems not bundled into jdk.
      Tested with Mustang b20.
