Reporduce step:
1. Install jre-6_0-ea-bin-b22-windows-i586-03_feb_2005.exe with default option
2. Re-install it , by double click the bundle.
3. It will popup a dialog showing warning message . The message are unreadable. Snapshot as attachment . (The message in english should be "...has already been installed on your computer...")
4. After click "Y" at that dialog, all following installation steps show (dialog) in English ( while the first time installation show in Chinese )
