[zh,zh_TW] button labels "Accept" and "Decline" on license dialog are displayed as squares

      Platform: S.Chinese or T.Chinese windows OS
      platform being tested are winxp-zh_CN and window2003 for AMD64 en-tw.

      bundle: jre-6_0-ea b21 installer for windows

      When installing mustang JRE on zh or zh_TW windows, the "Accept" and "Decline" on the button labels of license dialog are displayed as squares or some strange characters. Please see attached images.
