The creation of the HOTSPOT_IMPORT_PATH directory tree is either done manually by some people, or by the control workspace.
It takes intimate knowledge of the hotspot build layout to do this.
We need to isolate this logic so that it isn't replicated.
Ideally the hotspot makefiles should construct this area, which is a sparse install tree layout.
