"javaws" should cause usage error, not launch Java Control Panel

      Bug Description :
      Launching Java-Control-Panel on typing javaws looks confusing the User.

      PIT build Version :
      java version "1.6.0"
      Java(TM) 2 Runtime Environment, Standard Edition (build 1.6.0-b99)
      Java HotSpot(TM) Client VM (build 20050218022006.et151817.baseline, mixed mode,
      sharing)

      PIT Build Location : http://sqeweb.sfbay.sun.com/deployment5/pit_builds/windows-i586/
      Nightly Location : /net/dig-dug.east/bigtmp/deployment/1.6.0/nightly/2005-04-05/windows-i586/

      O.S/Arc :
      WindowsXP (classic L/F),Intel

      Steps to Reproduce:
      1) Install JRE1.6.0 bundle from above mentioned location
      2) Type javaws in command prompt.

      Expected Behavior: Java Application Cache Viewer
      Actual Behavior : JavaControlPanel

      I think we should not popup Java-Control-Panel, instead just list out options/help. Java-Control-Panel can be launched by using some specific command line option. This way, it looks much closer to previous behavior. Launching Java-Control-Panel is like launching another application using same command, which will confuse Tiger users.
