Some buttons are not visible in the Java Control Panel after rmp is installed.

How to reproduce:
1. Install jdk/jre rpms
2. Invoke Java Control Panel from the bin dir:
./ControlPanel
3. Observe the Java Control Panel
The following buttons are not visible:
Network Settings...
Settings ...
View ...

The bug is low priority because it's not always reproducible, intermittent bug.
