regression: garbage characters on IE "Internet Options" dialog

      garbage characters on IE "Internet Options" dialog. Please see attached screen shots.

      This has been reported and fixed for 1.3.1, 1.4.1, 1.4.2 releases. It happened again starting mustang b28.

      Reproduced on T.Chinese Windows 2000 Pro (multilingual). Probably also reproducible in other locales in different Windows versions.
