[zh_CN/zh_TW/ja] shorcut keys on some ControlPanel buttons not work

      The problem is in CCJ locales.
      In ControlPanel "OK", "Cancel", and "Close" buttons have mnemonic keys specified but those keys are not actually mapped now.
