Steps to Reproduce:
-------------------
1) Install PIT b56 jre on linun RHAS4.0
2) Clean cache (\rm -rf ~/.java)
3) Enable java console via java control panel
4) Enable tracing and logging on java control panel
5) Add the following line in deployment.properties file to set trace level
deployment.trace.level=basic|net|temp
6) Launch the following application which would download jre1.4.0 to launch the application:
http://web-east.east/deployment/www/tests/1.6.0/6224633/draw_140.jnlp

Jre 1.4.0 is downloaded and installed; but the application is not launched on linux. On Solaris/Windows, the application is launched after jre 1.4.0 is downloaded
