We need some top level documentation on how to properly deal with the bundles downloaded.

We also need to better explain what some of these files are and why they have different
licenese, and which ones can be skipped if you don't plan on building a plug-in etc.

After peaking inside the jar files I realize I’m supposed to execute them to do an install.
This is not obvious.
