On Microsoft S. Chinese windows, set the locale to HongKong and Install offline JDK bundle. The installation automatically selects "Simplified Chinese" during the process. As JDK is not localized for zh_HK, the language used during the JDK installation process should be in English.
This problem happens in mustang and 5.0u3 and later, possibly because JDK was localized into S. Chinese after 5.0u3. The problem does not happen on English windows OS, and it's only for JDK. There is no such problem in JRE installation.
