A DESCRIPTION OF THE PROBLEM :
I am using the Traditional Chinese version of Windows XP, but J2SE keeps on installing the Simplified Chinese version and I can do nothing to change the language setting.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Run the J2SE installation file.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
Welcomed with Traditional Chinese.
ACTUAL -
First, the message to ask users to wait became scrambled. Then, the installation process is in Simplified Chinese, not Traditional Chinese.

REPRODUCIBILITY :
This bug can be reproduced always.

I cannot find any.
