Synopsis: Installer: Custom installation for jdk and jre is not working for 50u7_b1

To Reproduce:
=============
1) Take any windows system and double click on 50u7_b1 any jdk or jre bundle.
2) Select custom installation radio button.
3) choose c:/ or d:/ or any drive and try to install.( Do not give any directory name just install)

Note :
=====
1) Do not give any directory name for custom installation.
2) Error screen shot of both jdk and jre is attached to the bugster.
3) This is a regression form 50u3-b04 to 50u3-b05 and still continuing for 50u7_b1.
4) But FCS build or 50u3-b04 and below builds, It is working fine.

ERROR:
======
"Java Update cannot be installed on this mcahine because the directory you have chosen is locked"
"Please close any browser or application that is using the directory you have chosen for installation"
Additional Info :
=================
1)when you are installing jdk and jre in this scenario it should create the directories in the selected drive.
For example = d:/bin and d:/jre
2) The directories are creating in the selected drive.
3) Jdk creates bin directory and jre creates jre directory in the selected drive.
4) If you create directory and try to install jdk and jre
example : d:/test/ It installs fine .
