Due to fix for 6416095, docs build now fails in development if
BUILD_NUMBER variable isn't set. Dev builds should require the
minimum possible number of environment/makefile variables to be set.
While I'm at it, I removed javax.xml.ws.security from the core packages list.
The package itself was removed in b53. (This was fixed for the beta1 docs build,
but the fix was never carried forward.)
