Win L&F: TitledBorder colors are not from desktop

      WindowsLookAndFeel defines the UI default "TitledBorder.border" as an EtchedBorder with default highlight/shadow colors. These colors are calculated as brighter/darker versions of the background, making the border all but invisible on a black background such as in the High Contrast #1 color scheme.

      The expected behavior is to use the desktop properties named ControlHighlightColor and ControlShadowColor in WindowsLookAndFeel.java.
