simplify JRE UE, by auto-choosing features for consumers

        The current JRE installation is still too confusing to consumers. Please review this doc for more info/background:

        In order to greatly simplify the JRE installer, we need to decide whether we want these certain Java2D/JavaSound files to be installed on users machines as part of the consumer JRE installer. I think we need to decide whether we should be pushing these 2D/Sound files to consumers. If so, we should install them by default. Otherwise, we should decide that they are not part of the consumer release.

        I'm hoping to target this change to the Java Consumer release, or even as early as 6u2. This has been run by the UE team. Please let me know if you have any questions/comments.

        Also, there are other consumer release items that depend on this work being done first, such as
            -improving the Java Update experience
            -decreasing the JRE install failure rate (by using our code to download the installer)
            -IS3-better tracking of download failures/transactions
            -more dynamic advertising during download
            -background download
