Resintallation of jdk does not install the JRE

tested bundle : 6u4 b1 (consumer JRE)
tested OS: windows xp

steps to reproduce :
1. Uninstall all jdk and jre
2. install jdk 6u4b1
once the jdk and jre installation completed, make sure that both got installed (make sure both jdk1.6.0_04 and jre6 directories exist)
3. reinstall the jdk by double clicking the jdk.exe file
it will ask for reinstall of jdk
4. click yes
jdk got reinstalled and it is available under jdk1.6.0_04
it will ask for reinstall of jre (java setup)
5. click yes
jre got uninstalled. Instead of jre installation dialog, jdk installation completed dialog came up.
JRE installation didn't happen.
One more scenarion to fix (JDK installer behavior):

Steps to reproduce: (Windows XP)

- install consumer jre first
- now try to install jdk
- expected warning coming: "There is already a public JRE of this version installed. Would you like to reinstall it", click OK
Problems starting from this step:
- unexpected Windows Installer window coming : "This action is only valid for products that are currently installed", click OK

- after that, final window of JDK installer coming: Java(TM) SE Development Kit 6 Update 4 - Complete - Wizard Completed, click finish

- now you think it is over, no way.... :-)
- JDK installer start again !!!!!
- again message coming : "This software has already been installed on your computer. Would you like to reinstall it?", click OK
