Under some circumstances, the Kernel progress dialog is persisting despite apparently having finished downloading. The progress bar remains at 0% and the estimated time steadily increases. Closing the dialog allows the program to be interacted with normally.

The problem is not consistent and the triggering conditions are not yet known.
