On offer dialogs we must use buttons for things like Terms of Use & Privacy Policy due to MSI limitations. A better, more streamlined UI would make these hyperlinks so these buttons would not compete with more important information and UI controls (e.g. the checkbox for opting out) on the dialog.

Note: This fix should be made universally - not just for a given offer dialog or each individual offer dialog.
