1. The subtitle says: "By the Java SE Platform Support Team, March 2009"

This should indicate April 2009.

2. It really must have the pink banner advising about the need to contact
SunService to obtain the 1.3.14 version of the tool.
Otherwise the download link is a bit misleading in terms of obtaining the
version of the tool indicated by the Release History:
