It really shoukd have the pink banner advising about the need to contact
SunService to obtain the 1.3.15 version of the tool.

REASON:
The README is the central point of reference for the tool.
The README bundled with the tool refers directly to the web README:

Also there is a download link on the same page.
This link only points to the tool version that was synchronous
with the most recently released SSR/LU, not the very latest tool.
So the download link is very misleading in terms of obtaining the
latest version of the tool as indicated by the Release History:

This web doc inconsistency needs to be addressed.
