This is an usability issue and noticed during 6u15 java.com download testing.
This issue is fixed on 6u14, please refer to the CR 6847379 submitted by ###@###.###.

When clicking 'Free Java Download', the Java Setup-Windows is always staying in the background- underneath the browser itself.It makes it harder for end user to realize that a hidden Java Setup Windows on the background waiting for their interaction in order to start the installation process. It doesn't occur on Windows XP.
