A DESCRIPTION OF THE PROBLEM :
When I try to enable the next-generation plugin in the java control panel I get the error message "can't change settings for next generation plug-in because one or more browser windows running".
I checked the task manager for any running iexplorer or firefox processes, but there aren't any.
I'm also running the java control panel with administrator privileges, so write access to config files should be possible.
REPRODUCIBILITY :
This bug can be reproduced always.

The above release value was the last known release where this
bug was not reproducible. Since then there has been a regression.
