After installer is launched the "Installer Welcome Screen" goes into background. I could see the "the "Installer Welcome Screen"", once I minimized all the windows in my machine.

Steps to reproduce:
1.) Download online (xpi or jxpi) 6u18 JRE bundles from
http://jre.sfbay/java/re/jdk/6u18/promoted/latest/bundles/windows-i586/
or IFTW and rv bundles From
http://javadl.sun.com/webapps/download/GetFile/1.6.0_18-ea-b02/windows-i586/jre-6u18-ea-windows-i586-iftw-rv.exe
2.) Save the installer in any directory (or default dir)
3.) Open Windows explorer and Launch the Installer
4.) Clcik OK on UAC dialog

Expected Behaviour: After Clciking on UAC dialog the "Installer Welcome Screen" should come in the front.

Actual Behaviour:
The "Installer Welcome Screen" is hidden in background.

The same issue can be reproduced if you choose to run directly from the browser as well.
