There are 3 RFEs targeted at JDK7 each Requiring JNLP Specification Changes in JSR-056:
6972165: Relax the jnlp specification of a signed jnlp file.
6400973: JNLP Spec: Persistance service should allow any URL if app is signed.
7009125: Allow app to hint it's preference to be installed

We need to finalize the proposal for these 3 changes and pass thru CCC beore we can begin the JCP process.
