JCP "OK" and "Cancel" buttons contain mnemonic definitions that arn't used

      b130 l10n PIT bundle 1.7.0-internal-201102081927.mfang.jdk7-master-b00

      zh_TW only, Java Control Panel common buttons "OK" and "Cancel" are translated with mnemonic key (O) and (C), but the keys don't work.

      The zh_TW translations didn't have mnemonic keys before translation drop 1.
      Other locales don't have mnemonic keys with the button labels in translations drop 1.
      Same problem also happens in b130 promtion build.

      Solaris 10 u9 sparc, JDK b130. Attached are the snapshots.
      see comments - no we intentionally have no mnemonics on any platform for OK or Cancel button - we should remove the old unused mnemonic definitions.
