With new license flow in place on JDK 7 download page (http://download.java.net/jdk7), we should make the following changes:

- replace the Win JRE JAR with exe
- provide JRE zip for Win as an alternative for users who do not to run the installer and have their registries updated
- replace other systems' JRE jar with tar.gz
- replace debug JARs with other format.
