The core IPS team did a brief review of the IPS pacakges. This is not the consolidation team. The consolidation team has to review the packages. Additional changes are expected. Issues:

1) cfg package is needed to support /etc/.java/... for Java Preferences API
2) Solaris Convention is for a zero to preceed the branch number
3) remove the jre-min package
4) use pkgmerge to create combined manifest
5) run pkgdepend on the actual target system (current approach should work but not tested)
