IPS:pkgdepend and java dyanmic loading of libraries

pkgdepend is currently unable to resolve libraries/files that are deliviered by IPS. this does not cause the java application to not operate. There are other dependencies that we are being asked to comply with. We may have a work around but it is not clear that the workaround woul be accurate and or may require more analysis one each library if some type of global option is not available. Of course they can alwasy waive the requirement or deal with it in some other way for java.
This CR never belonged on critical watch since it was included in B144 via 7039002.
