[macosx] An owned non-modal dialog doesn't come to front properly

      Please take a look at the test (regression):
      java/awt/Window/DialogToFront/DialogToFront.java
      There are two frames <b>f1</b>, <b>f2</b>. Dialog is owned by <b>f1.</b> After <tt>dialog.setVisible(true)</tt> it doesn't come to front. Dialog is under <b>f2</b>. Test passes when <b>f2</b> is dialog's owner.
