      Description

        Desc:
          0. Issue can be found on WinVista x64 with x32 bit JREs, 32 bit FX, UAC is ON.
          1. Install sequence: 6u31, FX 2.1 b14, 7u4 b13
          2. Run Java Control Panel from Windows Control Panel,
             check with procexp.exe javaw process:
              expected: deploy.dll is loaded from FX runtime bin dir
              actual: deploy.dll is loaded from JRE 7u4 bin dir.

           Note:
             - if FX is installed AFTER 7u4 there is no issue, java CPL loads deploy.dll from FX location
             - no such issue on WinXP Pro x86 ( ! )
             - the same issue with latest FX scrum build ( #80, Feb 25 )
